Sand, a two-term Iowa state auditor, says a small group of insiders in Des Moines put special interests first and that he would build consensus to get state government out of the culture wars and focused on lowering costs, growing the economy, improving education, and helping Iowans live healthier lives. Citing record findings of waste, fraud, and abuse as auditor, he pledges to restore the auditor's oversight powers and to reverse Medicaid privatization by executive order, pointing to illegal denials of care his office found. He would extend his "Statewide Work, Statewide Jobs" approach, letting state employees who can work anywhere live in any part of Iowa to help rural communities, and he eliminated the four-year degree requirement in his office. On education, he supports universal all-day pre-K, paid for by ending what he describes as private-school subsidies for wealthy families, and more oversight of voucher spending. On democracy, he supports an open public primary for all voters with the top four candidates advancing regardless of party, and approval voting in general elections. His published agenda papers also address accountability, legalizing, taxing, and regulating adult-use cannabis, health care, keeping children safe online, holding large corporations and data centers accountable, expanding opportunity, and affordability for families.
